Australias Money Mandarins: The Reserve Bank and the Politics of Money Stephen Bell Cambridge, Cambridge University Press, 2004 $59.95 The book is essentially in three parts. The first four chapters (which account for about half the book) trace the history of the RBA and its predecessor the Commonwealth Bank of Australia (CBA) from its creation in 1912 to the present. The narrative begins with a concise overview of the main institutional developments in Australian central banking up to the deregulation of the financial system following the Campbell Committees final report in 1981. The pace picks up with examination of the protracted battle with, and eventual victory over, inflation. While winning the war, the RBA lost direction during the difficult policy environment of the 1980s, a decade book-ended by recessions due at least in part to heavy handed monetary policy. The first section concludes with a discussion of monetary policy in the less turbulent 1990s, a decade that saw the success of monetary policy rise in tandem with the power and independence of the Bank. Overall, these first four chapters make up the most successful part of the book. They clearly show that making (good) monetary policy involves art and judgement as weil as science. With hindsight it is easy to identify where the RBA went wrong in the 1980s. But the officials interviewed by Bell make a convincing case that formulating monetary policy is not easy at the best of times. And when, as in the 1980s, inflation is high (albeit falling) and the domestic and international economies are going through major structural changes and cyclical swings, policy making is unambiguously difficult. We can even feel a twinge of sympathy for central bankers as Bell quotes Bob Johnstons mea culpa over the policy of quietly snugging interest rates rather than (as now) clearly announcing rate changes (p.53).

Sun Country, the charter airline that provided direct flights from and to Las Vegas, has lost its client and so has temporarily pulled out of Oklahoma City. Thats just one of the changes occurring at Will Rogers World Airport, where enplanements dropped last month for the first time in four months. The other major change: the withdrawal of another turboprop operator. In February, 116,218 passengers boarded flights among the 12 scheduled and charter carriers serving Will Rogers, according to the Oklahoma City Department of Airports. This was down 2.5 percent from 119,204 in February 1996. Passenger arrivals also fell 4.3 percent, to 116,428 from 121,723. Will Rogers was not the states only major commercial airport losing passengers in February. Tulsa International Airport saw 114,096 departing passengers, down 0.7 percent from 114,675 a year ago. The number of arriving passengers at Tulsa fell 0.4 percent, to 112,867 from 113,343. Oklahoma City continues to be a good market for short vacations to Las Vegas, according to MLT Vacations Inc. of Minnetonka, Minn. For about five years, MLT — which works through local travel agencies to sell its short-term trips to the public — had contracted Sun Country to provide seats for its ticket-holders. Now, according to MLT Advertising and Marketing Manager Rosi Gjestvang, the firm is hedging its bets, spreading its contract with American Trans Air at least until this summer. “Right now, we are running on a Thursday-Sunday schedule with two flights (in and out) on those days,” she said in a telephone interview from her office. “Because of our lift needs at this time of year, we have changed our contract from Sun Country to American Trans Air. “We expect to bring Sun Country back in June.” From then until the end of the year, the company probably will operate a schedule of flights on Thursday, Friday and Monday. We foresee that well be there for a long time.” In the turboprop market, for three years the commuter airline Northwest Air Link has provided weekend flight service for Northwest Airlines passengers to Memphis. Now, Northwest Airlines has resumed its weekend schedule, offering full jet service to Memphis on both Saturday and Sunday. Northwest officials in Minneapolis could not be reached to comment on why the service was changed. Last year, American Airlines resumed some jet service between Oklahoma City and Dallas-Fort Worth International Airport after nearly a year of allowing American Eagles turbojet to provide the service. Delta Air Lines also has taken over the Oklahoma City to Cincinnati route established by subsidiary ComAir. Although ComAir used jets on that route, they were smaller than those used by Delta. That familiarity, however, has a downside because it can be the source of a false sense of security. When they talk about appraisal under the terms of a property policy, textbooks, instructional materials and, instructors have, always had a tendency to presume that the parties have resolved all coverage issues before they resort to appraisal. Thats probably the effect of common sense lurking in the subconscious and exerting a powerful influence over what gets written or spoken. They argue that, if marijuana, cocaine, heroin, and other drugs were legalized, several positive things would probably occur: (1) drug prices would fall; (2) users would obtain their drugs at low, government-regulated prices, and they would no longer be forced to resort to crime in order to support their habits, (3) levels of drug-related crime, and particularly violent crime, would significantly decline, resulting in less crowded courts, jails, and prisons (this would allow law-enforcement personnel to focus their energies on the “real criminals” in society); and the drug production, distribution, and sale would no longer be controlled by organized crime, and thus such criminal syndicates as the Colombian cocaine “cartels,” the Jamaican “posses,” and the various “mafias” around the country and the world would be decapitalized, and the violence associated with drug distribution rivalries would be eliminated. By contrast, the anti-legalization camp argues that violent crime would not necessarily decline in a legalized drug market. In fact, there are three reasons why it might actually increase. First, removing the criminal sanctions against the possession and distribution of illegal drugs would make them more available and attractive and, hence, would create large numbers of new users. Second, an increase in use would lead to a greater number of dysfunctional addicts who could not support themselves, their habits, or their lifestyles through legitimate means. Hence crime would be their only alternative. Third, more users would mean more of the violence associated with the ingestion of drugs. The protocol for teaching students from junior high school to graduate school often involves desks arrayed in columns and rows. Sitting at these desks are students who, just last night, read the next chapter of the textbook and who now listen to a teachers lecture and take notes. This traditional approach is probably as effective as anything else for the memorization of large quantities of facts. Moreover, it is arguably much easier to tell students that water boils at 212 degrees Fahrenheit than it is to set up a stove and a thermometer and observe what happens when the temperature of the water on the stove reaches that temperature. Critics of the traditional instruction method complain that the facts that students memorize in this fashion usually do not remain in their memories for long. If students are lucky, the facts will stay in their memories until the examination is over. If not, they will be remembered as poor students. They also argue that the accomplishment of memorizing facts does not necessarily demonstrate any ability to do anything with those facts. The knowledge of facts may be substantially separate from what the implications of the facts look like. It is one thing to tell a medical student what a gangrenous liver looks like; it is quite another to direct the medical student to dissect an actual gangrenous liver and observe its appearance. Furthermore, traditional instruction trains students to be independent actors in the learning process. The notions of working together and working cooperatively have been denounced as methods of cheating. Accordingly, students are not trained to work with others and that can prove to be problematic when they enter an employment setting where cooperation is necessary for success.

But of course I jumped at the chance. This is the last in a series of articles summarizing certain of the federal, New York State and New York City tax consequences of real estate foreclosures, bankruptcies and workouts. Tax liability can result even though the owner suffers an economic loss on his investment and realized no cash proceeds. Furthermore, the taxing authorities — the New York State Department of Taxation and Finance (the “New York State Department”) and the City of New York Deparment of Finance “New York City Deparment”) — have adopted interpretations of these that often have harsh consequences. Many of these interpretations by the taxing authorities have been or will be challenged by taxpayers. This area is very complex, and the real estate owner in financial difficulty should seek tax advice as early as possible to insure that settlements are structured to minimize tax. At Rite Aid Corp. chairman, president and chief executive officer Mary Sammons noted in June that a new marketing program on summer skin care had already been implemented in the retailers just acquired Brooks Eckerd Pharmacy stores. CVS/Caremark Corp. and Walgreen Co. for their part have made a point of highlighting their proprietary skin care lines. At CVS an antiaging line, Skin Effects by Dr. Jeffrey Dover, is among the chains exclusive brands that have 60 points of margin and that are driving the business, president and CEO Tom Ryan said earlier this year. A difference of opinion exists in the health beauty care category between retailers and consumers–they agreed on only four of the top 10 brands in the survey. Crest was the only brand to make the Power Brands list for its strength with both retailers and consumers. It was mentioned as a top performer by 21% of retailers and as a preferred brand by 13% of consumers. Conversely, Suave and Colgate were two out of 11 brands that lost standing as Power Brands. Suave had a weak showing with consumers, and Colgate fared poorly with both groups. Suave, however, earned near Power Brand status as did Pantene, both for their strength with retailers.

According to a report in The Times of London, the sandwich is made by coating two slices of white bread with chocolate sauce, dipping them in batter and deep-frying them. Depressed and withdrawn, the comic actor John Cleese had a terrible time filming Monty Python And The Holy Grail in Scotland. General Motors Corp. said that it has developed the first automotive exterior use for a new lightweight high performance plastic material. The first application of the material will be on step-assists on 2002 model year GMC Safari and Chevrolet Astro minivans. GM expects to equip about 8,000 Safari and Astro minivans with the step-assists made of the new material, which is called thermoplastic olefin nanocomposite, or TPO nanocomposite. Taub said the automaker wanted to begin using it on a lower volume vehicle at first to gauge its performance. GM is exploring other uses of the material including vehicle interiors, Taub said. At this point though, the plastic is not suitable for use on body panels. Such use would require additional research, Taub said.
